APRIL 27, 2009
6:00 P.M.
The Salem City Council met at 6:00 p.m. on April 27, 2009 in the Council Chambers of Salem City Hall, 101 South Broadway Salem, Illinois, for the following purpose:
To Enter into Closed Session for following purpose:
5 ILCS 120/2( c )(2) – Collective Bargaining; 5 ILCS 120/1( c)(21) – Semi-Annual Review all Closed Session Minutes
Enter into Open Session for following Purpose:

Mayor Ferguson Called the Meeting to Order.
Those Council Members Present were:

Councilman Elect Kip Meador
At 6:02 p.m. , Councilman Black moved and Councilman Blank seconded the motion to enter into closed session to discuss Collective Bargaining and review all Closed Session Minutes. Roll call vote. AYES: Councilmen Carr, Hotze, Blank, and Black. NAYS: None. Motion declared carried.
Councilman Elect Meador left the meeting.
Upon returning to open session at 6:55 p.m.
Councilman Carr moved and Councilman Black seconded the motion to approve the Contract between the City of Salem and the International Union of Operating Engineers Union #399, effective May 1, 2009 through April 30, 2011, providing for a 3 ½% increase in wages for two years. Roll call vote. AYES: Councilmen Carr, Hotze, Blank, and Black. NAYS: None. Motion declared carried.
Councilman Carr moved and Councilman Black seconded the motion to approve Closed Session minutes of April 6, 2009. Roll call vote. AYES: Councilmen Blank, Black, Carr, and Hotze. NAYS: None. Motion declared carried.
Councilman Black moved to approve Resolution 2009-07, a resolution setting forth those Closed Session Minutes that may be released for public inspection and those that are to remain confidential. Roll call vote. AYES: Councilmen Hotze, Blank, Black, and Carr. NAYS: None. Motion declared carried.
There being no further business for discussion at 7:00 p.m. , Councilman Black moved and Councilman Blank seconded the motion to adjourn. Roll call vote. AYES: Councilmen Black, Carr, Hotze, and Blank.
